Looking for 'Excise Duty Condition' configuration steps in Sales Order without IS-OIL Setting?

I have searched so much in SAP community for Excise Duty Condition value determination without IS-OIL Component  / without TDP setting.

I Request you to please help to provide the Standard SAP configuration to achieve to determine the Excise Duty value determination in SAP Sales order.

Can you please let me know whether your system is IS-OIL specific but you want to capture the excise duty in a different way ?

My client not going to Purchase IS-OIL component and asking for implement excise Duty condition in Standard way.  Please suggest sir. How to achieve this.
