license key Payroll Change Management

Hello,

I'm having problem while generating license key during the installation of SAP payroll change Management tool. It doesn't generate any key at all in the SAP license editor. My connection is successful to R/3 system. Any tips?

I'm trying to download this software "SAP Change Management for Payroll/Time" but with no sucess.
