Dear friends,
We have created a Layout in the Report. By default, User-specific tick is coming while saving the Layout. Others are not able to select this report. How to uncheck this tick ??

This was a good thread. Thank you for all the info. I had respective issue for last 3 to 4 days. All the suggestions above are in place & yet user-specific check box was greyed out.
It is 'coz there was a enhancement which is used to stop users from changing standard layout. It should have been for a single transaction code but it was reflecting for all.
Lesson learned: Simple thing can be tough to identify. Have to look into alll the impacting code bits. Its like stakeholder (SH) management. Cannot ignore ANY single SH

This was a good discussion. I tried all the solutions discussed here.
I have user setting greyed out which i wanted to uncheck, have S_ALV_LAYO maintain(=23) access and i tried OKN0 and checked the 'shared' box too. Yet the issue is not solved for me.
Does anyone have any more suggestions?

in case you have a similar issue (user-setting greyed out) and
authorization object S_ALV_LAYO = 23 did not do the trick.
Transaction
OKN0 and checking the "Shared" box resolved my issue.

When you are creating the layout, if you select "user specific" check box, only the selected user can see the layout.
If you create the layout, unticking this check box, the layout can be viewed by all the users.
Therefore, create a layout by unticking the "user specific" check box.

I have a suggestion...
Once you are have ran a transaction and have the user specific layout chose for the data, then you can go to Save Layout, put a slash "/" infront of the name and take off the User-specific tick mark and save.
Then that layout will be a standard layout that anyone can select. If you want, you can delete the user specific one if it is not needed.
It is most definitely an authorization issue. You, like any security auth issue, should be able to type in /NSU53 and see what authorization objects you have and which ones were checked that failed. That should give you the auth object/value you need to maintain global display variants. Please note though that a lot of companies lock this down heavily as having this access not only gives you the ability to create new variants but also update other global layouts and change the default settings.
From what I have typically seen IT has the global display authorizations and per the user requests creates them and makes them available for others. Where this isn't in place I've seen the global layouts get all out of whack and we got many phone calls saying "this never used to look this way before so fix it!"
Check out OSS Note 409190 but in summary "There is the authorization object S_ALV_LAYO with the authorization field 'ACTVT' (activity) and the value '23' for "Maintain".All ALV versions (Classic, Grid Control and Grid in fullscreen) perform an authorization check against this object.Users whose profile contains the value '23' are then allowed to create and maintain standard layouts and save them as defaults.
The authorization object can be checked via transaction SU21, object class BC_Z, S_ALV_LAYO and only exists from Release 46C."
