KANBAN issue straight to cost center after status FULL

Dear Gurus,

I am looking for an advice what is required in order to achieve when KANBAN card is set to FULL it will automatically issue material to COST CENTER.

The current scenario:

Supply area X is assign to storage location AAA which is bulk storage location via PK05

Control cycle created with replenishment strategy Y which is tied with warehouse storage location BBB.

Two KANBAN status maintained as a full or empty.

Storage type is tied with storage location AAA with stock transfer 311

For replenishment strategy we use as below:

When the card is set to empty it will issue the stock from bulk location AAA to cost center, then TR/TO is created with replenishment stock to replaced within the same location, next time the card is set to empty it will again issue the stock on bulk location and stock transfer another quantity.

The goal is to change it, when status is set to full it would automatically issue stock to cost center without any stock transfer. I have tried to change under replenishment strategies "Procurement for cost center" instead of "Post withdrawal" but without a success.
