When I run IW38 and get a list of Work Orders, I often want to change the layout (add, remove, move columns). When I bring up the window to change which columns are displayed, the "Column Set" list is not alphabetical. Is there a way to change this? I know I can click on the Column Name tab to toggle between A-Z and Z-A, but I'd like it to default to alphabetical.
OK, so I've never tried this..
But there is a user-exit for manipulating the ALV parameters in PM single-level list edit reports (IWOC0004 - Change single-level list editing PM/QM/SM ALV settings).
In this user-exit you can change the field catalog via table IT_FIELDCAT. Maybe if you sort this table by the description field, which may resolve your issue above.

To my knowledge this is not possible in standard, I always just click on the column name tab too.
To avoid changing layouts too often, I just create my own. You could even default the IW38 transaction to always open with your layout if you use save them as U_USERNAME

You do wonder what the logic is here to display the values?? Maybe raise an OSS message with SAP and see what they say??

The only way you can do is to save your own layout. but still the sort of descending or ascending will not take effect
