Is there SPRO in Fiori interface in S/4HANA? In GUI it is the way we need to configure the many system settings of SAP.

I don't think there is a customizing fiori app in S/4HANA on-prem, there are two ways to configure in S/4HANA cloud - SAP Central Business Configuration or Manage Your Solution.

You can ask your tech team to create an app for SPRO tcode and assign that app to your IT team
