We have to replicate garnishment vendors from S/4 to EC Payroll and was looking for any idoc type which can help replicate the vendors.

Typically CREMAS IDocs are used to replicate vendor master. As you are on S/4HANA, have a look at the note 2479954 - DEBMAS/CREMAS IDocs in SAP S/4HANA Business Partner
