in principle: you can use SAP transaction "CVD1". But you need to understand under which circumstances a SDS/MSDS is triggered. Not for any order oder shipment there is a triggering of MSDS/SDS needed.
From SAP SD process point of view: at least you can check if the "SDS message" was generated. If not: then there is no MSDS/SDS shipment
