Is that possible to do the confirmation for the service order without any cost posting in Cloud?

there is no standard process to prevent a cost booking during a service confirmation, as a CATS booking is automatically triggered in the background upon confirmation of a service product item. A possible workaround to achieve the behavior you are looking for would be to define a cost rate of 0$ per hour. (App "Manage Cost Rates - Services") and assign the service technicians to the cost center with this cost rate.
With this setting, the cost booking will always remain 0$ irrespective of the actual duration of hours that have been confirmed.
