Is it mandatory to have a partner for a lift and shift to RISE

Dear members,

While going through SAP documentation about  " Implementing SAP S/4HANA Cloud Private Edition " , it talks about working with SAP Partner in various stages .  

We have a full IT team with in the organization and we do very limited work with partners . Is it mandatory to work with a partner for RISE implementation ?  I am specifically interested to know this answer in the context of RISE lift and shift option.
