Please see my updates to your questions
Is there anywhere where I can view and validate all of the settlement rules entered across all of the projects and their work packages? Viewing each element individually is incredibly time consuming each period for the asset accounting manager to validate the asset accountant's entries prior to posting/settlement rule run.
DB: Unfortunately I dont believe there is a standard way currently to mass view the settlement rules across projects. this is not a requirement I have heard raised by other customers up to know
Is there an app where we can view this information collectively?
DB: As above I dont believe this is currently available
Are there CDS views available to us to view these Settlement Rules?
DB: I have checked the available CDS view and API's but none provide an overview of the settlement rules
Is the only way we can enter settlement rules manually?
When will there be an upload/template to allow entry of settlement rules in mass?
Is there a quicker/easier way to access the existing settlement rule screen for each work package than searching thru Project Control for the project, drilling into it, opening in Project Planning, drilling into the Work Package to open the Settlement Rule screen?
DB: A mass maintenance option is not currently part of the official roadmap as far as I can see. you can check this in the product roadmap
Is there a way to view the net balance that is in the investment project work package? Project reporting only shows the expenses and the auc settlement, it doesn't show the outs to capitalized fixed assets, gl account expense, other WBS elements, etc. We have redo's or errors every period where the amount in a settlement rule was incorrect or more than what the net available value of the work package. How can we see an up to date value to cut down on these errors.
DB: If I understand the request correctly this process is not supported currently in S4HC
This can be done in the on premise version of SAP by replicating the WBS element statistically to the asset posting with a specific configuration but as outlined currently not available in S4HC. Again I dont see this as part of the current official roadmap

My mind is a bit blown that other customers haven't brought this up. If you have multiple investment project elements in particular having a central way to view all of the settlement rules would make a lot of sense and would be useful functionality. I wouldn't think this exclusive to the investment projects either: anywhere where there are rules/settlement rules an audit is coming at some point and users want easy visibility and extract and import functionality. Lot's of opportunity to improve upon the R3 like operations.

As consultant that faced a lot of scenario along with customers, at least a CDS view is a must and I fully agree you. For instance I wanted to code some validation for not allowing a project release without settlement rule and I can't....
I am also surpried this is not a requirement of all customers.

Were you able to find a way to create and settle the investment projects/AuC in mass? We also have a similar requirement and are struggling currently as doing it one by one doesn't seem feasible and the requirement of mass settlement is now becoming normal for us.
