Internal Number range skip in vendor master upload using Migration cockpit

Hello Experts, 

We are using Migration cockpit for uploading vendor master in SAP S/4HANA Cloud, Private Edition.  We have vendor number range and BP number range set as Internal.

While uploading, vendor number range is skipped and please refer below screenshot.  In customizing, we have set as no buffering.

Could you please advise on the SAP Standard behavior on the Internal number range skip in vendor master although in customizing it is maintained as No buffering.

Could you please advise on this.

It is possible that numbers will be skipped though buffering is off.
