Intent of keeping the manual posting open through this Tcode FBB1 for all GL accounts?

We observed that Tcode FBB1 allowing manual Journal entry posting in GL account despite GL is blocked for manual Posting through "Post Automatically Only" indicator at GL master level. Can anyone help me in understanding the intent of keeping the manual posting open through this Tcode FBB1 for all GL accounts?
