To solve this issue, you have to do budget balance carryforward for previous fiscal year, you see the value in encumbrance column is negative for current year because the carryforward was not done for the previous fiscal year.
After completing this budget balance carryforward, check the encumbrance column value for the current year in the budget monitoring report, the encumbrance amount here should be positive.
