In Resource scheduling app - Operation cannot be scheduled automatically

One of Work center capacity utilization maintained 85%, while scheduling not able to achieve 100% scheduling of work center and giving "9XXXXXXXXX/0010: Operation cannot be scheduled automatically"

How to achieve 100% scheduling ? due operations how to schedule in same.

Another work center even maintained utilization as 85% 110% scheduling achieved, 
Scheduling date are same in both case and capacity Hrs and operating time are same. 

Please suggest

Hi, sorry to say but with the details provided, I cannot say for sure, what the reason for the message and the non-scheduling of an operation is. Could you please either provide more details (capacity details maintained on the work centers, shifts, thresholds, etc., schedule details for which the error occurs as well as the one that does not show the error, etc.) OR issue a support ticket to component CA-RSH-EAM.
