In a Process order
1) I have selected all the operations in a process order and when I'm releasing the operations PI sheets are generating. (SCREEN-1)
2) If I Select an individual operation in a process order and when I'm releasing the operations I'm not able to generate the PI sheet. (SCREEN-2)
How to flag all the phases?

Yes, you can release the process order Phase wise..
Please follow my below steps.
Go to Process order change (COR2)
Click on Operation tab
select the Operation which you want to release and click on above green flag, Yellow part. (Not Header Green Flag).
Please check the below screenshot

I have 4 operations in my master recipe (0020,0040,0060,0080) and i have maintained process instructions for all 4 operations in master recipe.
Now i have created a process order. when i'm releasing the process order all the 4 operations are releasing and control recipes are creating so i'm able to get 1 PI sheet with 4 phases .
But my issue is in process order i'm having 4 operations. I want to release each operation separately and i need a PI sheet for each operation.

One quick question,
For which Phase you have maintained the Process instruction in Master recipe?
As per standard process, We have to assign the Process instruction to Phases in Master recipe first (Phase wise assignment) -> Create the process order -> Release the process order ->Generate the control Recipe -> In Tcode: CO53, convert the Control Recipe to PI sheets.
