IDOC error E0400 Entry in outbound table not found even maintain in WE20

hi expert,

WE20 partner profile has been maintained correctly and updated in EDP13. but when we run program with our customized message type.  Still got error  Message no. E0400 entry in outbound table not found. pls advise

There is a mismatch between the IDoc Control Record and WE20 data. The long text shows the exact missing entry. NB: be careful in your title you indicate E0040 instead of E0400, could you fix it? Thanks.
