Do you have a way to check if the issue has generated a log in SM13 transaction?
Personnaly, the last time I had this issue, it was related to a failure with the printout of the delivery note...

It is authorization issue please use SU53 t code to find missing authorization and share the same screenshot with the BASIS team for the assigning the authorization.
