Have you checked the values of the activity field VORGA 'Budget type budgeting/planning' (value table T022 'FI-SL Activities', text table T022T)?

NB: BPGE is 'original budget', check also tables such as BPJA 'Annual' and BPBK 'Document headers' with the Line Item tables: BPEG 'overall', BPEJ 'Annual' and BPEP 'Period'
