How US External Tax tackle Cross-Border Transactions between US and Canada in S/4HANA Cloud 1911

I have a query, 

Customer Sold to is of US

Ship to customer code is of Canada

In this scenario Customer billing from US should apply Canadian Tax. 

please let me know how this scenario can be mapped.

Your sold to party is US, your billing is from US only the ship-to is from Canada.

Your sold to party is US, your billing is from US only the ship-to is from Canada. Request you to please provide the actual goods movement in this scenario. If goods are moving from US to CA then it should be export / import scenario.
