One more way is to use Authorization object B_USERSTAT.
Step 1 - Create authorization key
Plant Maintenance and Customer Service - Maintenance and Service Processing - Maintenance and Service Orders - General Data - User Status for Orders - Create Authorization Keys for User Status Authorizations.
Step 2 - Assign this key to a user status
Plant Maintenance and Customer Service - Maintenance and Service Processing - Maintenance and Service Orders - General Data - User Status for Orders - Define Status Profile.
Step 3 - Activate authorization object B_USERSTAT. ( Means set this object with check indicaor) Basis job
Step 4 - Assign this B_USERSTAT to roles in PFCG with SET/DELETE activity.

This user status is assigned to which business transaction? You need to remove that business transaction form the role in PFCG.
