You cannot combine two IDocs in one here. Classification update and material master update are separate processes, that's why it's a separate IDoc too. You can serialize the IDocs to make sure they are processed subsequently in close succession or you could do completely custom development and not use IDocs at all. In the latter case you'd still need to do separate updates but it will just be obscured.
