An automatic assignment of transport request which you have encountered now while releasing your format mapping is currently an SAP standard procedure. However, if you want to change this behavior, you can proceed with the following.

There is a new feature which gives you the option to select transport requests for the configuration performed in your development system based on your preference. This feature was delivered as of SAP S/4HANA Cloud 2308.2 but requires that you activate the feature Transport Improvement For Map Format Data (FTGL_MFD_TRANSPORT_POPUP). Later it will be part of the next production upgrade (as of 17th of February 2024).
