How to enhance cats to work with PP orders

I have a customer that only wants to use CAT2 for all time entry.  The primary cost objects are WBS or Production Orders.  I understand CAT7 will not transfer PP order entries to controlling and an enhancement is necessary.  My question is what is the best approach? 

• All time entries are auto approved and load to the CATSDB table in status 30.
• WBS entries immediately create a CATSCO entry.
• However, PP order entries do not create a CATSCO entry.
• Is an enhance that creates the CATSCO entry the correct approach, and would CAT7 transfer to Controlling?
• Is it better to use the BAPI_PRODORDCONF_CREATE_TT Function Module and pass the CATSDB data via an enhancement of CATA?
• The system is S/4HANA Private Cloud Edition 2023 Initial FPS.

I'm trying to point my developer in the right direction.  Incidentally, I've working in customer system that only use CAT2 and not CO11n or CO12 for PP Order entry.  However, I'm not sure how they did it and there is no way to query.
