We have requirement to disable to below option while opening the client's
1.Changes without automatic recordings
4.No transports allowed
I have checked from Authorization perspective also no luck 😞

I don't think that there is a possibility except a modification / enhancement - which I would strongly recommend not to do.
My advise would be: contact the requester of this. I guess this request has its origin in some kind of exaggerated need for security. As (AFAIK) there is no other way than a modification / enhancement to implement this, I would evaluate risks out of this modification / enhancement as bigger than leaving it as it is. Suggest a monitoring function for this instead - with this you will remain in the SAP standard and avoid that you possibly shoot yourself in the foot with an own-made restriction in a really important and neuralgic function which the client setting is. And what about having a little trust in the SAP basis admins (as no other people should have the authorization to change the client settings)?
A monitoring can be set up e.g. by using the Security Audit Log, checking entries for event EU2. An alternative could be a report, scheduled regularly, checking if the value of T000-CCCORACTIV is empty (= 1st option) or 3 (4th option) and send an email or alert in that case. This would be options without any extra costs (except setting this up and/or developing a short report), and I guess there are also other options like 3rd party products offering such functions.

You can disable those options in the quality and production systems environment (not in development). Why do you want to provide the SCC4 transaction?
