How to create quality level in public cloud

Hi all,

is there any possibility how creating a quality level in the S4 public cloud? Based on the apps in production We can only manage or delete them. I tried to find them in implementation activities but without any results.

The possibility to create Quality Levels in S4HANA Cloud is not available 

The App QDL1 Create Quality Level is still only available in OnPremise.
