You need to create a Proforma Invoice for these outbound deliveries. Then you will be able to see these eDocuments in the E-Waybill node of Manage Electronic Documents or EDOC_COCKPIT.
Also, it is important to maintain the View EDOINEWBTVFKV for the Billing Type so that these invoices will be considered for eDocument creation for E-Waybill.
