How to create a Status Profile for Engineering Change Management

Hello Experts,

Please explain to me how to create a Status Profile for ECM in BS02?

I have created like this but after assigning it to the Change Number in CC02, still it allows all the changes to the Change master and also in the BOM. See all my screenshots and please help me map the process.

And this profile I have assigned in CC02.

My requirement is that User-1 will create a change number, and User-2 will release the change number and changes to the BOM using the change number should be possible only after releasing the Change Number.

Please help me to map the above the process.
