The external identification type H (SSCC from vendor) allows me to input any SSCC code regardless of if it matches any of my plants, this is useful for registering HUs from vendors where I can reuse their SSCC codes and labels.
The issue is that I can only seem to create these HUs in VL31N - inbound delivery, when packing my materials. I cannot figure out how to make this type of HU in transaction HU02 - it wants me to follow the SSCC ranges and ILN numbers from customizing, despite it being an SSCC code created not by me but from a vendor.
Any way to create a HU with vendor SSCC in HU02?

as far as I know there is no way to pass external identification type 'H' in transaction HU02. In general you cannot pass external identification type here.
May I ask for the use case/scenario?
In context of inbound deliveries from vendors/suppliers the external identification type 'H' makes sense as the Handling Unit IDs/numbers come from the vendors/suppliers and should be taken over.
But for the creation of standalone/free Handling Units without reference to vendors/suppliers this is not needed,

We share a warehouse with a third party, so when we receive pallets with goods from this party we do not create an inbound delivery as there is no physical delivery. We just create the handling units in HU02. However it is the third party that creates the SSCC codes, so we need to be able to enter them into HU02 to identify them correctly.
It is a unique scenario, but if we could enter their SSCC codes into HU02 it would work.
