This is explained in the SAP help here: Charge Calculation of Freight Bookings for Stage Invoicing Carriers
If you want to have different invoicing carriers at the stage level, then you need to indicate the invoicing type as such in the stage and maintain the invoicing carrier.
In the above Link, it also mentions:
“For freight bookings, freight agreement determination for each stage invoicing carrier is based on the stage-level transportation mode, shipping type, and other mandatory attributes, for example validity period and involved parties. You can see the freight charges for the respective stage invoicing carrier and the header carrier on the Charges tab of the freight booking. For more information on freight agreements, see Freight Agreements.”
