Could you please let me know, Can we configure SOAMANAGER in ECC system from S4 system or do we need to install any services to activate soamanager in ECC?

Just by activating SICF can directly work on SOAMANAGER Config between ECC and S/4?
As SOAMANAGER is a WebDynpro Applicaiton you should be able to activate it using SICF. What exact ECC Version are you using?
