How can administrator prevent an employee who joined another affiliate, kept their email, but no longer works for company from continuing to receive emails from the SAP CfTE?
When we "lock" them in the system they are still getting communications.
Request clarification before answering.
Did you removed the email address from SU01?

If you are using HR and your user is reassigned to antoher company code / Personal Area normaly your user should be locked in the replication and he shouldn't receive any email.
If its not the case you could ask your user or reset his password to uncheck his email notifications,but if you want to avoid to interact with him this is what you could do:
In CfTE config under Master data Replication --» Employees
1) Go to the last successfull replication of your employee and select edit
2) Then under actions select Create Replication Request from Local Master Data
This will create a new "manual replication" of your user
3) Go to your Not Started employee replication list and edit your replication request you just created
- Under General you can replace his email with another email
Select lock user so you are sure that when you replicate user is locked and wont receive any email
-Also delete the email under personal data-->workplacecontact data--»email
Save and replicate. His email will be therefore deactivated/replaced by another and he will be locked (as you check the user Lock user)
