How did the PO release went to the wrong release strategy?

Dear All,

Based on attached picture:

PO price is 725.00

PO release strategy selected incorrect matrix: release strategy 03 which doesn't have material group 014, 009

It should've selected correct matrix: release strategy 05 which has material group 014, 009

Kindly for your feedback if I should check any other configuration/input.
