how can i restrict the equipment that can be seen by users based on cost centers ?

Hello,

My client is using SAP public cloud, we are having a very weird problem on maintenance transactions : 

- Find technical objects

- Change technical object

we restricted the maintenance users using the restriction object "Cost center" in "General",

they can only see the equipment that have 4 specific cost centers, now here is the problem, some equipment don't have a cost center they have a WBS element instead, what we noticed is that those equipment with the empty field "cost center" can't be seen by the users on the transaction "Find technical object" but they can see it in "change technical object".

So basically, if the equipment has no cost center, they will not be able to access it only from the transaction change technical object.

anyone know why this is happening ?
