I'm looking to use the exchange rates and indexes from SAP in my ASP.Net Core application, but I can't seem to locate anything about them in the service layer documentation.

Kindly refer to SBOBobService API in Service Layer API reference documentation.
It contains the methods GetCurrencyRate and SetCurrencyRate which should help you.
