hiding safety stock in MD04 from specific users

we would like to be able to hide safety stock in MD04 from specific users only.

I know how to hide safety stock in general filter but can I apply this filter to specific users only and without them being able to change this?

or is there any other way to hide the safety stock in MD04 from specific users only?

I fully agree with your assessment about the business rationale but the business wants to hide the safety stock from the Sales department, or at least make sure that they have no access to it without the consent of the responsible of the stock.

so we are trying to find a solution.....

I don't think you can make such a user dependent settings with SAP standard configuration. However you could use BADI enhancement MD_CHANGE_MRP_DATA to modify stock/requirements list any which way you wish.

Out of curiosity, what would be a business rationale to hiding safety stock just for specific users? Usage and visibility of safety stock should be dependent on a material and be part of your MRP requirement process. It shouldn't depend on a user id.
