Hi,

You can't restrict a specific PO type from being created without a PR using OMET alone—it applies system messages generally. To restrict by PO type, implement BAdI ME_PROCESS_PO_CUST with custom logic in PROCESS_HEADER.

I think you can restrict via Document Type PO Configuration. In here you can maintain under which pr type that can be convert to PO Type
