GTS Legal Control: Licence active status

We are using GTS to checks sales orders and STO's have a valid regulatory licence.

Need to create a new licence status to enable a licence to be controlled by specific dates.  This will be active.

Issue is that GTS will not allow multiple status with active settings in the determination.  

Current status:

0001 License Created
0002 License Submitted to Authorities
0003 License Rejected by Authorities
0004 License Active
0005 License Submitted-Extension/Renewal
0006 License Expired

What to add new status:

0007 License Active-Validity Period Concession

Both 0004 and 0007 should be set as active.  A licence will only have 1 or other (we are not trying to set both).

Both have setting "D Application accepted - Licence is active". 

Note: I have tried all the other options and none work.

Behaviour - If 0004 is the first in the sequence (/SAPSLL/V_T606SV), the sales order will pass when 0004 is selected on licence but blocks when 0007 is activated on the licence, even though setting is D - licence is active.   Need it to recognise if either 0004 or 0007 is selected, the licence is active.

On the blocked documents (GTS), Selection criteria for import/export license shows status 0004.  Even when the licence is set to 0007.

If I switch the sequence (/SAPSLL/V_T606SV) to 0007 being the first sequence the selection criteria for import/export license now shows status 0007 and sales order passes.  When the licence is then updated to 0004 active, the sales order will block as it's looking for 0007.  Again, need it to recognise either 0004 or 0007 as active.

It appears to be finding the first status with D - licence is active and blocking any other status later in sequence.

Other Config settings -

/SAPSLL/V_T606DR: LELDT Determination of Legal Regulation for Legal Control

Determination Rule = Determination using first strategy.   

I have also tried A determination using all strategies. This did not fix.

Determination strategy (/sapsll/cd_maintain):

Can see status as a column heading in CD02 and CD05 but can't change anything here.

Appreciate any help in how to enable a second active status on a licence.
