This question is there for more than 5 years. Today I encountered the exact same issue when I tried to save a BP under FI Customer role.

My BP was created under a custom BP Group.

Customer Account Group needs to be assigned to the Business Partner Group to establish the linkage.

I agree it is a maze in S/4HANA SPRO, here is the path:

[Cross-Application Components] > Master Data Synchronization > Customer/Vendor Integration > Business Partner Settings > Settings for Customer Integration > Filed Assignment for Customer Integration > Assign Keys > Define Number Assignment for Direction BP to Customer
