Unfortunately at the current time you must purchase an Enterprise License for S/4HANA Public Cloud (minimum required users) as a PREREQUISITE to ordering the SKU for Group Reporting. SAP cannot partition Group Reportng without the S/4HANA ERP system also being there. So you have to purchase both even if your not going to use the ERP.
You do NOT have to implement S/4HANA ERP at all. In fact Group Reporting can be fully setup stand alone but again it can't be installed without S/4HANA being there too.
In addition you should also consider purchasing the GRDC module (Group Reporting Data Collections). This enables integration to 3rd party ERP systems with scheduling, validation and log files and most importantly full conversion from multiple source ERP Charts of accounts to your one Group Chart of Accounts. IT is also sold in units of 25.
There might be a time in the future where Group Reporting can be fully stand alone but it's not in the short term roadmap that I know of.
