Santosh,
Goods Issue is basically movement of materail within the plant for consumption/manufacturing or outside the plant as delivery to Customer. Speaking in Inventory terminology, Deplition(reduction in) of stock level as material is getting consumed.
Goods Recipet recieving materail in Stores or Stock from Vendor or Manufacturing. Speaking in Inventory terminology, Increase of stock level as material is getting credited.

Goods Issue :
Term used in inventory management to describe a reduction in warehouse stock due, for instance, to a withdrawal of stock or the delivery of goods to a customer.
Goods Reciept : Term from the field of inventory management denoting a physical inward movement of goods or materials.
The SAP System differentiates between the following kinds of goods receipt:
Goods receipt with reference to a purchase order
Goods receipt with reference to a production order
Other goods receipts (without reference)

Goods Issue (GI) :
Goods issue is the physical issue of goods or materials from the warehouse. Goods issue posting results in a decrease in stock in the warehouse.
Goods Receipt (GR) :
A goods receipt is the physical inbound movement of goods or materials into the warehouse. It is a goods movement that is used to post goods received from external vendors or from in-plant production. Goods receipts will result in an increase of stock in the warehouse.

Goods Issue: It is a stock posting i.e issue Ex:- goods issued form stores to pro
duction order to make a product.
Goods receipt:-It is also a stock posting.Receipt to stores. Ex:- receipt of the produced product into stores.

Goods Issue : Material issue from Inventory to some dept , it can be to production order, cost center etc
Goods Reciept : Material recieve from vendor, or from shop floor etc
