Getting error Message no. FAGL_SWITCH_OP201 when executing FAGL_ACTIVATE_OP

My client needs to make changes OIM on GL that has already been posted to, when executing FAGL_ACTIVATE_OP, i am getting error Message No. FAGL_SWITCH_OP201

Commitment item is assigned to GL in FS00 but still getting this error

If anyone knows resolution please assist
