FV50 restrict being able to post to cost center or network activity based on GL account

We need to be able to restrict journal entries (FV50) based on G/L accounts, basically using the following logic.

• If a user is posting to a 6XXXXX G/L account they should only be able to post to a cost center
• If a user is posting to a 5XXXXX G/L account they should only be able to post to a network activity

I have seen some mention of validation rules via user exists that might be the answer.  Can anyone confirm that or help point in the correct direction?
