Fund management: How to reduce released budget

Hello Team

We are implementing Fund management with control object:

Fund, Fund Center, Budget period and commitment item.

Scenario: We have budget 100000 and entire amount is released hence consumable budget is 100000. Now i want to reduce the consumable/Released budget, please suggest how we can do it return process in FMBB work on unreleased Budget Amount.

We also want to transfer released residual budget from one Budget period to another budget period while performing throwing error message as Insufficient budget amount.
