Can you clarify how FSV FPA1 is created in the customer system? I am using S4 On-Prem.

You can either create a FSV using tcode OB58 or fiori Manage Global Hierarchies.

Thank you. This question was triggered while attempting to implement SAC financial planning and analysis. Financial statement version FPA1 is referred to as predelivered and seems to be required for this tool. https://blogs.sap.com/2017/10/31/sap-financial-planning-analysis-for-s4hana-cloud/
Ok, so maybe it is created when you implement the Best practices.
Try to add TAG SAP Analytics Cloud, you could get more answers.
