F110 How to see user made payment proposal without payment run

we have some payment proposal with no payment run yet, that have open items locked. We can see it in REGUS table.

How can we see the user who made the payment proposal we see in regus table?

I guess no standard report is avilable from where you can get trasaction code of ay payment you need to check sap tables
