you could use Badi LE_SHP_DELIVERY_FINAL_CHECK for that.

e.g.:

    IF documentprocessingmode = 'CREATE'.
      IF delivery_document_in-DELIVERYDOCUMENTTYPE = 'EL' AND delivery_document_in-DELIVERYDOCUMENTBYSUPPLIER IS INITIAL.
          message-messagetype = 'E'. " saving of the delivery document will be prevented
          message-messagetext = |Error: External Delivery ID is missing.|.
          EXIT.
        ENDIF.
    ENDIF.
