EWM - cannot change the storage behavior

Hello, 

I am modifying the storage behavior, for my storage type.

The stock is already empty, there is no WT or OT required, but when I try to change to 2 - Bulk storage, the system tells me that there is stock, and returns the message below.

I see one problem, in transaction scwm/ls02 I can see 36 HU in storage bin, but is not real, in ph stock is 0.
