We are installing an SAP system with HA option.

While installing CI ,ABAP Instance did not start.

System Info :-

Hello Sonia,

Is SMD running on this host? Port 98 is allocated to SMD.

If yes, please use other instance number to your new system.

NiIBindSocket: bind (98: Address already in use)

A port number needed for your instance already is in use by another program.

Often this will be another SAP instance that by mistake has been given the same instance number.

Please check.

It may also be some other program, not related to SAP, running on your machine. There are ways to find out. The quickest solution might be a reboot.
