Error 'First create the valuation-type-independent data for' when using Product Migration Object

We are maintain the valuation category in product master creation template and trying to mass upload with valuation type.

We are checking creation & extend template using to upload valuation type but output getting error  'First create the valuation-type-independent data for' PMD_MSG024

Why  ?

On the tab  "Valuation data" in the Product Template, you have to define one valuation header record with specified valuation category and initial valuation type and one dependent record for each valuation type.
